Anyone who has money is allowed to buy animals and also sell them again, no matter where and for what. In the case of Evelyn, a beautiful Haflinger mare, the owner had decided to lock up his horses in the stable. While this does not comply with the law, where there is no plaintiff, there is no judge. It took over 8 years until the veterinary office intervened and took 19 horses out of a stable that was filled almost to the ceiling with manure. All but the good Haflinger mare could be placed.
